Sector leaders again urge government to scrap the tax relief cap ...

Sir Stephen Bubb

Sir Stephen Bubb

Voluntary sector leaders have called for a u-turn on the tax relief cap after the government?s climbdowns on the proposed pasty and caravan taxes.

The proposed cap, announced by the Chancellor, George Osborne, in this year?s Budget, would limit individual claims for tax relief on charitable donations to ?50,000 or a quarter of their income, whichever is higher, from April 2013.

Peter Lewis, chief executive of the Institute of Fundraising, said: ?The government has shown it has listened to public concerns on its pasty tax ? it should also listen to public concerns about plans that will hit much-needed charity giving.?

Sir Stephen Bubb, head of the charity chief executives body Acevo, said: ?The government?s decision to u-turn on pasties but to stick with the charity tax shows where its priorities lie.

?When it comes down to it, Greggs? profits matter more than the charities we once thought central to the Prime Minister?s big society vision.?

Sir Stuart Etherington, chief executive of the National Council for Voluntary Organisations, said: ?The concessions from the Chancellor show that he is willing to listen to reason after a period of genuine consultation. We hope he will apply the same logic to the much-maligned ?charity tax?.

?The cap on Gift Aid is already putting donors off. It is affecting the vital work undertaken by charities both large and small, be that advancing medical research, supporting returning veterans or caring for the elderly.?

More than 1,000 charities have backed the campaign against the tax relief cap, called Give it Back, George.

John Low, chief executive of the Charities Aid Foundation, said: ?Now is the time for [the government] to listen to charities, donors and its own supporters, do the right thing and exempt charitable donations from the damaging tax cap.

?The Prime Minister?s vision of a big society could be transformational, but risks being undermined by measures such as the cap on tax relief for charitable donations.?

A survey of 2,044 people, commissioned by CAF, found that nearly two-thirds of respondents were concerned that plans to cap tax relief on donations undermined the government?s concept of a big society.

The poll, which was released this week, found that 76 per cent of those surveyed agreed that the government could not expect charities to play a greater role in providing services if it introduced the cap.

The Conservative MP David Ruffley has been quoted in several newspapers saying that the government was preparing to make a climbdown on the tax relief cap. He declined to speak to Third Sector about the comments.

A spokeswoman for the Treasury said: ?The government supports philanthropy and charitable giving, but we also believe that there is an important principle that everybody should make a fair contribution to the public finances through income tax.

?The Budget made clear that we want to ensure charities that rely on large donations are not hit significantly, which is why we said we?d spend time working with the charity sector and philanthropists on the details.?

Volvo hybrid bus more fuel-efficient than expected | Revista AUTO ...

31 may. 2012 / The latest version of Volvo?s hybrid bus is about 37 percent more fuel-efficient than the corresponding diesel variant. That is far better than customers and Volvo Buses? own experts expected just a few years ago.

When Volvo Buses started field testing hybrid buses in 2007, the company calculated on a fuel saving of about 25 percent in urban operations compared with the corresponding diesel bus. When the first commercially built hybrid buses were launched two years later, their fuel consumption was about 35 percent lower. Since then the fuel consumption of new hybrid buses has dropped even more, thanks not least to lower vehicle weight and electric drive for several auxiliary systems.

?The fuel data from the 260 Volvo hybrids already in service throughout the world show that reality surpasses our calculations. At the same time we are continuing to develop the technology towards even better fuel efficiency and lower emissions,? says Edward Jobson, Environment Manager at Volvo Buses.

Fuel economy and environmental responsibility

One of Luxemburg?s largest travel and transport companies, Sales-Lentz, took delivery of its first Volvo hybrid in 2009 and now runs a total of eleven hybrids, operating both in inner-city urban traffic and in rural areas. Additional two Volvo Hybrids will be delivered in September 2012. The company maintains thorough records of its operating costs and notes that its hybrid buses more than match expectations.

?The fuel consumption of our Volvo hybrids is an average of 25.7 litres/100 kilometres, which is a very good figure. At the same time, we?re making a positive impact on the environment, which is appreciated by drivers and passengers alike,? says Jos Sales, CEO of Sales Lentz.

Electrically powered auxiliary systems

Volvo?s hybrid bus is propelled entirely electrically, is quiet and emission-free from start and up to 15-20 km/h. At higher speeds, the bus is powered by a small 4-cylinder diesel engine that can operate under optimal conditions within a narrow rev band. The energy generated during engine braking is stored in the bus?s batteries and is used to power the vehicle?s electric motor and various auxiliary systems. The choice of gearchanging system also helps cut fuel consumption: Volvo?s hybrid bus is equipped with I-Shift, which results in far lower energy losses than with a conventional automatic transmission. When the bus is at a standstill at a bus stop or traffic light, the diesel engine shuts off and all auxiliary systems such as the climate unit, doors, power steering and so on are powered electrically.

?It is not uncommon for a city bus to spend between 30 and 40 percent of its operating time idling, so this solution not only saves fuel, it also significantly improves the local environment around the bus,? explains Edward Jobson.

Lower weight raises productivity

The latest version of Volvo?s hybrid bus weighs about 500 kg less than before. This means it can carry another seven passengers, raising the vehicle?s productivity by eight percent. This in turn means that 112 Volvo hybrid buses can carry as many passengers as 130 diesel buses can.

Strong environmental alternative

?Our experience so far shows that our hybrid solution delivers what it promises, beating our fuel economy and environmental performance expectations by a wide margin. Compared with the corresponding diesel bus, the hybrid emits 30 to 40 percent lower emissions of climate-impacting carbon dioxide and only half the nitrogen oxides and particles. What is more, the hybrid is far quieter,? says Edward Jobson.

Plug-in hybrid saves up to 60 %

While continuing to optimise the hybrid technology in today?s buses, Volvo Buses is also testing a variety of additional solutions such as a plug-in hybrid, where the bus?s batteries are recharged via the main electrical grid. With this system, fuel savings of up to 60 percent are possible.

Since Volvo Buses started building hybrid buses in 2010, the company has sold more than 650 units to customers in 18 countries. This makes Volvo the leading supplier of hybrid buses in Europe.

Michael D. Crossett: Approachable Art with Design in Mind ...

"Micheal Crossett" "Artist"

From Eliza French. Follow her on Twitter?@elizaenbref; email her at?eliza[AT]borderstan.com.

A child in a military family, Michael D. Crossett lived in Hawaii, Japan, Pennsylvania, Alabama and Virginia by the time he was in high school. These drastically different cultural influences shaped his point of view and his artistic eye. In particular, he has incorporated characteristics of the Japanese aesthetic ??the highly designed nature of everyday objects, the bright colors, and bold but patterns. The graphic appeal and immediacy of these elements still drives his approach today.

Crossett currently has a solo exhibition at?gallery plan b?on 14th Street NW through June 17 and a group show in Provincetown. Potential future projects include public installations, sculpture, oil painting and encaustic.

As a teenager, Crossett took up photography and carefully developed his photographs to control the final image.? He continues to take photographs but lost interest as digital methods began to eclipse traditional photography. Above all, he values the instant connections viewers develop with photographs and has successfully translated that connection into other mediums.

Crossett majored in marketing and advertising at George Mason and currently works as a Director of Design. About five years ago, he earned a Certificate of Graphic Design from the Corcoran College of Art and Design. He began experimenting with silk screening and mixed media collage. He often manipulates photographed images by transferring them to silkscreen and adding them into collages.

Crossett?s greatest ambition for his work is ?connecting with people? rather than alienating them with inscrutable subject matter. He seeks to engage viewers, draw them in with a sense of familiarity, and then push them to learn through his art. This goal was evident in the pieces he displayed during last Saturday?s Mid City Artists open studios, many of which included details and images easily associated with specific locations in their composition.

As a local artist, Crossett appreciates the?small town? feel of? D.C.?s neighborhoods that contrast with the city?s reputation as a? major tour destination. Two of his favorite areas in DC.are the 14th Street Corridor and Mount Pleasant. Around Borderstan, he frequently visits Estadio, Teasim, U Street Music Hall, Coppi?s, and 9:30 Club.

Music For Motivation

Would you like to pop in a CD and have a better quality of life, and even self improvement? There are three ways you can use music to accomplish this.

Music For Motivation

Put on energetic music, and even doing housework seems less like work. Using music to motivate yourself or change your mood is an area where you can trust your experience and experimentation. When you find the msic that energizes you, relaxes you, or makes you happy, keep it ready for when you need it.

Music For Intelligence

Music creates neural pathways in your brain that stimulate creativity. Studies show that music trains the brain for higher forms of thinking. In one study, three-year-olds were split into two groups. The first had no special training in, or exposure to music. The second group studied piano and sang daily in chorus.

Eight months later the musical three-year-olds were much better at solving puzzles.

They also scored 80% higher in spatial intelligence than the other group. There's also anectdotal evidence that listening to music, especially from Mozart's era, can help you study and learn better.

Hopefully there will be more research. In the meantime there's no reason not to do your own experimentation. I've heard that Stephen King writes with loud rock music playing, so the benefits of music may be according to your own tastes or brain-organization.

Music For Brainwave Entrainment

Want to listen to some music, and get smarter, or have instant easy meditation? There are products now that "entrain" your brainwaves, in order to put you in a meditative state. Music is embedded with beats and pulses that entrain your brain waves to a specific frequency. Put in the right CD or MP3 for your activity, and you get better brain function. Science? Partly.

Brain wave frequencies vary with mental state. Daydreaming and light meditation take place in the "Alpha" range of frequencies, for example. So if you listen to music containing beats at a frequency of 10 Hz you will generate more brainwaves at a 10 Hz frequency and enter a relaxed Alpha mental state. Do these things really work?

Yes. I've found two products that put me in a peaceful state unlike any other music or meditative practice. Studies will prove the effects (some have already), and disprove the wilder claims. Given my results, however, I wouldn't wait for more research. Many things work long before the scientific proof arrives.

If you are skeptical, you can wait for more evidence of the benefits of brainwave entrainment. Meanwhile, why not try classical music when you study, just to see if it helps? Experiment with music - Mozart isn't dangerous.

Want to find out how to listen to all your favorite songs whenever you want? If so, you?ll want to learn more about music software and how you can install some programs onto your computer. Here are some descriptions of some basic music software programs you will want to learn more about:

CD Ripper

A CD Ripper program allows you to convert tracks from a compact disc to your mp3 player, or onto your computer. You can make your own mp3s from audio CDs, so that you make your own song selections. You can also convert batches of WAV decoded files at a time to mp3 files on the CD Ripper, and if you want to download this program onto your computer, you?ll need to have Microsoft Windows 95, 98, or 2000, and a CD-ROM drive. For most CD Ripper programs, you can try a free download first before purchasing the product.

Audio Editors

If you are into recording and creating your own music, an audio editor program may be a good investment. An audio editor program allows you to save your own studio sessions or songs to modify later. Most include a metronome (to keep music and vocals in rhythm) and an audio mixer. The mixer allows you to adjust different music track settings like tone, pitch or volume. On some programs you can even ?beat match? between tracks, thus allowing for a smoother transition between songs. One audio editing program you may want to try is Blaze Media Pro, a program which is also a CD burner and converter. And, if you?re recording a large file, most audio editors will be able to support your files with no problem at all. If you are using a multi-track editor, one thing to keep in mind is whether your sound card and memory capabilities are up to the task of handling large volumes of songs,.

Although most audio editor programs are commercial (and not freeware) and have a standard price tag, you can receive free trials for audio editor programs as well. Be aware of the memory and sound card requirements as designated by the company who produces the software. Depending on who makes the software, it may be available for Windows XP, Windows 98, ME, 2000 and even Mac OSX.

First aid for victims of mental health issues | Health and Fitness

Click photo to enlarge

?It?s easy to tell when someone might be suffering from a heart attack, is choking, or is unable to breathe. But what does depression look like? Or anxiety? Have you met people experiencing suicidal thoughts or behaviors? How would you know and how could you help??

These are the words on a Mental Health First Aid brochure (www.mentalhealthfirstaid.org) describing the intent of the 12-hour educational training program that equips a person to recognize and provide initial assistance to someone experiencing signs of mental illness or substance abuse-disorder. With mental illness more common than heart disease and cancer combined, it is likely that anyone might encounter someone in a mental-health crisis. Mental Health First Aid provides tools and training to be of help, and by educating people about mental illness, also reduces its stigma. Since the launch of MHFA in the United States four years ago, 2,100 instructors have been trained in 48 states, and the course has been taught to over 50,000 people.

Teacher Bryan Gibb is a certified MHFA national trainer and instructor in this international movement. He is director of public education for the National Council for Community Behavioral Healthcare in Washington, D.C., one of three U.S. organizations disseminating the MHFA curriculum. Gibb has an MBA from George Washington University and a teaching credential from San Francisco State

University.

Q: How and why did the Mental Health First Aid movement get started?

A: It was started in 2001 by Betty Kitchener, an Australian psychiatric nurse who had struggled with depression, and her husband, Tony Jorm, a mental-health researcher. They were on a walk one day and reflecting how valuable it would be if there were a first-aid program for people who are having a mental-health crisis. The program was born, and it is now in 17 countries. In the U.S., we offer it as a free public education program. Our trainees have ranged from receptionists in primary care clinics to police officers to concerned citizens who want to learn more. It?s a simple idea that makes sense to people when they learn more about it. Research also shows that after training, people become more empathetic and comfortable being around individuals with mental illness. Every time I teach the course, I see a greater understanding that people with mental illness have an illness just like those who have a physical illness.

Q: Why is it termed Mental Health ?First Aid??

A: It doesn?t teach a person how to diagnose and treat mental illness any more than a first-aid course teaches you how to diagnose and treat a physical illness. But much like CPR with its action plan of ABC ? airway, breathing, circulation ? we have an action plan that tells you what to do and in what order. Our action plan is spelled ?ALGEE,? which is the pet name for an Australian koala bear and the program?s mascot. A stands for assess for risk of suicide or harm; L stands for listen non-judgmentally; G stands for give reassurance and information; the first E stands for encourage appropriate professional help; and the second E is for encourage self-help and other support strategies. In the course, we describe five categories of mental illness: depression, anxiety, psychosis, substance-use disorders and eating disorders. We provide students with an idea of what they might be seeing, and how to apply ALGEE.

Q: Are mental health emergencies more under-recognized and treated than physical health emergencies?

A: The data suggests that one in four Americans will experience a mental illness or substance-use disorder in any given year. In general, only about 40 percent of those people will seek any kind of treatment. People aren?t always aware of resources, and they are often afraid to ask for treatment for fear that they?ll be fired or branded. Also, people who experience mental illness or are in crisis often don?t know what?s happening to them.

I think things are changing for the better. The recent Mental Health Parity laws require states to offer mental health services in federal programs like Medicare and Medicaid in the same way that they offer physical health services.

Q: What situations might Mental Health First Aid training avert and/or improve?

A: I?m not suggesting that Mental Health First Aid would have averted this tragedy, but some events have spurred Mental Health First Aid training. One was the shooting of Congresswoman Gabrielle Giffords in 2011. Our community clinic member in Tucson, along with the state of Arizona, trained 90 instructors in Mental Health First Aid and taught the course to thousands of Arizonans. Tucson saw the shooting as a wake-up call of how they could be better prepared to protect public safety and ensure vulnerable members of the public got needed services.

When someone is starting to experience psychosis, there are signs and symptoms, and people can be trained to pick up on these symptoms and get help.

The sooner someone gets help for a problem, the less likely they are to have a crisis. This is an extreme example, since the vast majority of people who go through our training are more likely to be involved in low-intensity interactions such as having a neighbor with depression or a child who is experiencing anxiety ? but they can still learn to recognize signs and symptoms and encourage self-help strategies.

Japanese carrier to sell smartphones with radiation detectors

Mobile phone operator Softbank Corp said on Tuesday it would soon begin selling smartphones with radiation detectors, tapping into concerns that atomic hotspots remain along Japan's eastern coast more than a year after the Fukushima crisis.

Parts of northeastern Japan are still off-limits due to high radiation levels after the Fukushima nuclear plant was devastated by a huge earthquake and tsunami, triggering meltdowns and spewing radiation.

Anti-nuclear sentiment is high, with advocacy groups in Tokyo and other cities calling for radiation monitoring at schools and other public facilities.

"The threat from the nuclear accident cannot be seen by the human eye and continues to be a concern for many people, especially for mothers with small children," said Softbank founder and president, Masayoshi Son, standing in front of an aerial photo of the crippled plant.

The smartphone in the company's "Pantone" series will come in eight bright colors and include customized IC chips made by Sharp Corp that measure radiation levels in microsieverts per hour.

The phone, which goes on sale this summer, can also keep track of each location a user tests for radiation levels.

Son, who emerged as an outspoken critic of nuclear power and advocate of renewable energy sources after last year's quake, told vendors and reporters that the smartphone was more portable and user-friendly than conventional Geiger counters.

Softbank, Japan's No. 3 mobile phone operator, has not set a price on the new smartphone yet, but Son told reporters after the event that it would be in an affordable price range.

Six under-rated war movies to see on Memorial Day

LOS ANGELES (TheWrap) - "Patton," "The Great Escape," and "Apocalypse Now" have justly earned a place among the greatest war movies ever made. These films capture the horror, the sacrifice -- and, yes, sometimes the excitement of battle.

However, this Memorial Day, before watching George C. Scott address the troops beneath a massive American flag or quoting along as Robert Duvall rants about the smell of napalm in the morning, consider checking out these criminally underrated gems.

Movies like "Windtalkers" or "Jarhead" never got the critical attention they deserved, but they are every bit as affecting as more famous movies like "Platoon" or "The Hurt Locker."

Others, such as "Army of Shadows" were hits with the arthouse set, but never got the popular support needed to enter the mainstream.

All, warrant a viewing. Here's a look at six films that belong among the most compelling and emotionally involving cinematic portraits of war.

JARHEAD - This darkly comic look at a group of Marines desperate to see action, and finding mostly tedium, during the first Gulf War had the misfortune of hitting theaters in 2005 when the second Iraq War was at a boiling point. Something about the drunken shenanigans of a group of soldiers bored out of their skulls in the desert seemed to strike audiences as insensitive when a new generation of troops were risking death and dismemberment in the same troubled region of the world.

That's a shame, because there is a lot to savor in "American Beauty" director Sam Mendes' adaptation of U.S. Marine Anthony Swofford's memoir of the same name. Jake Gyllenhaal, Peter Sarsgaard and Jamie Foxx all contribute memorable performances, and the hazy, almost dreamlike cinematography by Roger Deakins is stunning. Moreover, the movie is a wholly unique look at the feeling of isolation experienced by the men and women sent to the far corners of the globe to wage the nation's war.

WHERE EAGLES DARE - This World War II action film is a pure fantasy; an enjoyable diversion that partly influenced Quentin Tarantino's "Inglourious Basterds." From its improbable pairing of Richard Burton and Clint Eastwood to its stirring raid on a Nazi controlled castle in the alps, "Where Eagles Dare" offers up a slice of classic Hollywood filmmaking that is sorely missing from the multiplex these days.

It's a men on a mission film in the vein of "The Dirty Dozen," that has not other ambition besides entertaining audiences. A climatic battle on a cable car still holds up and Burton was never more fun to watch onscreen.

CASUALTIES OF WAR - Brian De Palma's searing look at the rape and murder of Vietnamese villager by a group of American soldiers could not be more different in tone from "Where Eagles Dare."

Though the picture suffers from an overly preachy conclusion, the first two-thirds of the film are emotionally shattering -- a nearly pitch perfect depiction of the darker side of battle and its impact on civilians.

Michael J. Fox, in a rare dramatic turn, is fine, but Sean Penn as an emotionally unstable sergeant gives a risky and chilling performance that ranks among his best. The haunting score by Ennio Morricone also rivals his more famous work in films like "The Good, The Bad, and the Ugly" and "The Mission."

A commercial failure upon its release, "Casualties of War" deserves to stand alongside "Platoon" and "The Deer Hunter" as one of the definitive cinematic representations of Vietnam.

ARMY OF SHADOWS - Although it was critically drubbed when it was initially released in 1969, Jean-Pierre Melville's portrait of French Resistance fighters has undergone a dramatic reappraisal in recent years.

Stunningly restored in 2006, the portrait of suspicion, betrayal and heroism in Vichy France is a true film classic that depicts the Nazi occupation of the country like no other film save "The Sorrow and the Pity."

Melville, best known for noirish crime films like "Le Samoura?," drew on his own experiences as a member of the Resistance to fashion one of his most deeply felt works of art. It is fatalistic, but stirring -- boasting fantastic performances by Lino Ventura and Simone Signoret as some of the handful of men and women who valiantly stood up to their oppressors.

WINDTALKERS - Released in 2002 and deceptively marketed as a run-of-the-mill action film, John Woo's look at Navajo code talkers in World War II sunk without a trace at the box office. It deserves to be rediscovered, however.

Nicolas Cage, playing an army officer tasked with ensuring the secrecy of the code at all costs, even if it means killing the Indian soldiers he is ordered to protect, gives one of his most restrained and impactful performances. Woo also pulls off several bravura war sequences, that are highly stylized, almost balletic scenes of carnage.

The dialogue is weighted down in cliches, but there's always a battle just around the corner to keep things interesting and to make you remember just how good the Hong Kong action impresario can be when armed with the right material.

EMPIRE OF THE SUN - With its child's eye view of war, Steven Spielberg's adaptation of J. G. Ballard's semi-autobiographical was seen as a less-than-successful attempt by the director of popcorn entertainment like "Jaws" to prove that he could direct a grown-up movie.

Yet, the 1987 look at a young British boy who finds himself swept into an internment camp during the Japanese invasion of Shanghai in World War II, is a profound and powerful look at innocence lost.

Christian Bale was just 12 years old when he took the lead role in "Empire of the Sun," but the future star of "The Dark Knight," gives one of the greatest performances by a child actor in movie history. He perfectly captures the terror, anger and, hard-won maturity of a boy separated from his parents and forced to come of age amidst death and despair.

Union Budget 2012 for real estate

First, the nice news. Permitting External Commercial Borrowing (ECB) for reasonable housing interprets into availability of capital for developers that specialize in low-cost housing.

This section of housing is characterised by low margins and it becomes engaging as long as developers are enabled to provide larger volumes. Higher capital availability can facilitate in timely project execution, which can end in higher volumes.

Affordable property in Bangalore has been stressed upon within the Budget. The allowance of ECB for lowcost reasonableresidential property in Bangalorecan lower interest value for developers. So as to ease liquidity, the govt. has additionally reduced withholding tax on ECBs for reasonable housing from twenty percent to five percent for three years. Besides, one percent interest rate subsidy provided last year for loans towards reasonable housing continues this year.

Another excellent news is that the exemption of proceeds from the sale of a residential property in Bangalorefrom capital gains tax if it's invested in equity or equipment of an SME ? earlier the sole route for exemption was purchase of another property or tax saving bonds. However, with additional reinvestment choices, developers worry this might even end in a lowering of sales volumes within the secondary sale market. The exemption of capital gains tax to speculate in SMEs ?may end in money flows out of real estate?.

The country desires infrastructure growth and also the Budget has not disappointed on this front yet. MD of RICS South Asia, Mr. Sachin Sandhir has given a statement, ?The ripetizione of allotment in infrastructure debt fund through allocation to NHDP, IIFCL, NHB and SIDBI including full exemption from basic customs duty for equipment for road and highways construction are seemingly to spice up the sectors of infrastructure and construction. Further, measures like credit guarantee and direct transfer of subsidy is probably going to vary the expansion setting. One year extension of sun-set clause on tax incentives for infrastructure projects underneath eighty IA is additionally a welcome step.?

However, the unhealthy news comes within the name of increase in service tax. Increase of service tax could be a damper and developers bemoan that everyone the positives are going to be nullified by this step. The rise within the service tax rate from 100% to 12% system is probably going to extend the value of production for developers, who are already reeling underneath high input prices. It follows that this increased burden are going to be passed on to end users. With the rise in excise duty, the value of basic inputs like furnishings, cement and steel etc will go up.

Navin M Raheja, the president of NAREDCO and CMD of Raheja Developers Ltd, says that this may make housing units costlier. ?Real Estate Industry was expecting some relief from service tax. With the price increase the value of construction can increase by approx by 0.5%.?

A significant a part of sale worth of a home consists of varied taxes like excise, VAT, service tax and the stamp duty. Increase within the service tax goes to any increase (marginally) the burden on the homebuyers of mid- and high-segment (housing units costing quite rupees twenty five lakh). This may roughly translate into Rs 40000 on home costing rupees seventy five lakh. The silver lining is that the reasonable housing being a part of negative list is exempted from service tax.

?No genuine? efforts are being created to encourage cheap housing, like bringing cheap housing beneath priority lending, according tax rebate beneath Section 80 IB (10) and also the few positives are simply a decision making in last minutes. This is, in regard, to the expansion of interest subsidy of one percent on housing loans by extending it to housing loan up to rupees fifteen lakh where the price of the house doesn't exceed rupees twenty five lakh.

Developers feel that this announcement is unlikely to own any major impact on demand across major Tier one cities like Mumbai, the NCR, Bangalore etc, whereas owning to the prevalent high property costs. However, affordable-housing phase in Tier two and Tier three cities might get pleasure from this concession.

turning-the-other-cheek-but-leaving-virginia - odugutumad's posterous

I don?t pretend to know Christ the way religious people do (I just like all the things he said about loving thy neighbor).

Mel, by contrast, is religious, and even ghost wrote his friend Jerry Falwell?s autobiography.? Also ghost wrote for Pat Robertson and Billy Graham.

He is the nicest man.? His story, briefly told here as he was leaving Virginia, will presumably be condemned by Christians like this now-famous pastor (the one who would put gays and lesbians behind separate electrified fences to die out over time), and his parishioners who liked what they heard.? But it seems to me Mel may have a better sense of what Christ was going for.

Soulforce founder bids city farewell with a plea for acceptance of gays

By: Mel White | The News & Advance

Published: April 15, 2012

On Palm Sunday, April 1, Gary Nixon and I celebrated 30 years together. Ten of those years have been spent in beautiful Lynchburg. In recent months, however, we?ve made the painful decision to sell our home and return to California. On the surface, we are leaving Lynchburg to spend our final years close to our children and grandchildren, but just below the surface is our growing fear that gays and lesbians are no longer welcome in Virginia. It seems that even after his death, Jerry Falwell Sr.?s antigay rhetoric is winning the day.

We first visited Lynchburg in 1999 when 200 of our Soulforce friends and supporters spent an amazing weekend with 200 of Jerry?s staff and student leaders. Gay Christians came to Lynchburg from across the nation hoping to help him understand that ?? the research is clear. Homosexuality is neither mental illness nor moral depravity. It is simply the way a minority of our population expresses human love and sexuality, (American Psychological Association).? That weekend, covered by 183 media crews, made headlines across the nation.

In spite of our visit, Jerry continued his unwarranted and untrue attacks against lesbian and gay Americans. So we moved to Hill City in 2001 and rented a four-room house directly across the street from the church on Thomas Road. We hoped that by our daily witness, he and his congregation would see that gay people do not have, as he claimed, ?a godless, humanistic scheme for our nation ? a plan which will destroy America?s traditional moral values?; and that we are not planning ?the complete elimination of God and Christianity from American society.?

When The News & Advance announced our permanent move to Lynchburg, we thought our new neighbors might not be happy to see an ?out? gay couple move into their neighborhood. Quite to the contrary, when protesters did gather on our sidewalk, several of our neighbors ignored the ?God Hates Fags? signs, walked through the noisy, nasty crowd and welcomed us with buckets of fried chicken, deep dish apple pie and sweet tea. From that moment we have loved this town and its welcoming and affirming people.

I first met Jerry Falwell in 1986 when he hired me to ghostwrite his autobiography, ?Strength for the Journey.? I liked him immediately. I even found myself defending him when he was attacked unfairly. On the night that Jerry died, Anderson Cooper and Larry King both asked me to appear on their programs to respond to the atheist intellectual, Christopher Hitchens, who described Jerry as ?an ugly charlatan,? ?a little toad,? ?a giggling and sniggering huckster? and ?an evil old man.?

That night I found myself on network television defending the man who called me a ?pervert who abandoned his wife and children to join this deviant lifestyle.? In fact, my family and I have maintained a loving, committed relationship that was demonstrated clearly when my son, Mike, and I appeared on two seasons of CBS? ?The Amazing Race.?

Jerry never told the truth about me, but the night he died I had the opportunity to tell the truth about Jerry. He would be missed. He had been a good pastor to his congregation at Thomas Road and a good chancellor to his students at Liberty University. But I also expressed my grief that Jerry had died before he apologized to my sisters and brothers for his antigay rhetoric just as he had apologized for his racist rhetoric in the 1950s and ?60s.

During our first five years in Lynchburg I thought we were making a slight difference, that thousands of other gay and lesbian individuals and couples who lived in loving, committed relationships were changing Virginia?s political landscape.

I felt certain that organizations like Equality Virginia and Open and Affirming Churches like First Christian in Lynchburg were helping their fellow Virginians understand that lesbian, gay, bisexual and transgender Virginians live healthy, happy and holy lives just like heterosexual Virginians.

Then on Nov. 7, 2006, 57 percent of Virginia?s voters ratified an amendment to the state Constitution that wasn?t content to limit marriage to one man and one woman. The amendment, sponsored by Del. Bob Marshall and Sen. Steve Newman, went on to prohibit the creation or legal recognition of any relationships of unmarried individuals ?that even approximates the design, qualities, significance or effect of marriage.? Of all the states with constitutional amendments prohibiting marriage equality, Virginia became the most strident and mean-spirited.

More recently, the state Senate passed legislation allowing private adoption agencies to deny gay and lesbian couples the right to adopt (when 80,000 American children go un-adopted every year). And just weeks ago, both houses of the General Assembly approved ?conscience clause? bills that would allow state-funded child placement agencies to discriminate against lesbian and gay couples who are willing and able to provide foster care as well.

The General Assembly may be the oldest legislative body in the Western Hemisphere, but in recent years it has certainly not been the wisest. Members of the Senate and the House of Delegates are still making laws based on the antigay rhetoric of Jerry Falwell. And like Jerry, our 23rd District senator, Steve Newman, and his colleagues refuse to consider the facts.

Census data shows that there are at least 270,000 American children being raised by same-sex couples: ?Numerous studies over the last three decades consistently demonstrate that children raised by gay or lesbian parents exhibit the same level of emotional, cognitive, social, and sexual functioning as children raised by heterosexual parents, The American Psychiatric Association.?

When the Assembly makes laws that deny lesbian and gay Virginians the right to adopt or provide foster care they are denying hundreds, perhaps thousands of Virginia?s children, the right to home and family.

During our 10 years in Virginia, we?ve watched this great state turn against its gay and lesbian residents. Not only are we denied the rights and protections of marriage, our relationships are no longer safe here even when ?protected? by wills or powers of attorney.

And when the General Assembly denies lesbians and gays the right to adopt or provide foster care, they are implying that we aren?t capable of being loving and trustworthy parents and even worse that we are a threat to children.

With a great deal of sadness and a real sense of failure, Gary and I are leaving this beautiful city and the wonderful new friends we?ve made here. We thought that in 10 years our witness would have helped in some small way to change Virginia for the better.

In fact, it?s gotten worse. And though we are genuinely sad about leaving Lynchburg, it?s much easier to move knowing that members of the Assembly, the governor and a majority of the voters of Virginia have spoken. Gays and lesbians are not welcome here. What a loss that will be in professional, personal and financial resources for the people of Virginia.

I?m thankful that there are thousands of Virginians (native and transplants) who know that God created gay people and loves them exactly as they were created. One day, through their witness, truth will prevail. As Martin Luther King Jr. said, ?The arc of the moral universe is long, but it bends toward justice.?

We are driving down Rivermont Avenue one last time, but the city is ablaze with the brilliant blossoms of red buds, dogwoods and cherry trees and even as we drive away from Lynchburg we are remembering that with the spring hope is always born again.

A moment?? Just a moment?? This is huge.? As Polley himself put it near the end of his 96-year life, as reported in this New York Times obit, ?The flush toilet may have been the most civilized invention ever devised, but the remote control is the next most important. It?s almost as important as sex.? (Polley, the Times says, ?seemed to avail himself of his own internal mute button only rarely.?)

Okay, so his groundbreaking device was quickly supplanted by better one.? (The Times is fascinating on these developments.)? But look: can you imagine your life without the remote?? Having to hire someone to stand by the TV to change channels for you, speed through the commercials, and adjust the volume?? Which would mean having to remain clothed whenever you watched TV?? It would be like driving a car without automatic ignition or piloting a jet that required a human-driven tug to back it out from the gate.

Proud Americans: Troops thank local Girl Scout for cookies

A Girl Scout from Tupper Lake got a special thank-you from troops stationed in Afghanistan this week.

Marissa Moeller, 7, is part of Brownie Troop 4123 in Tupper Lake. During a ceremony Wednesday evening at the former Holy Ghost Academy, she received a certified American flag from Master Sgt. Kimberly Kopp, who belongs to the 337th Airlift Squadron at the Westover Air Reserve Base in Chicopee, Mass. The flag had been flown in Marissa's honor by troops at a hospital near the Balad Air Base in Afghanistan.

Earlier this year, Marissa, a second-grader at L.P. Quinn Elementary School, raised 17 extra boxes of Girl Scout cookies and was given the choice of donating them to a charity or group of her choice. Her mother, Wendy, said she gave Marissa several options and noted that last year, her troop donated extra cookies to soldiers stationed overseas.

"And her words were, 'How about we give them to soldiers who are hurt to make them feel better,'" Wendy said.

Wendy said they tried to send the cookies to wounded soldiers through the American Red Cross, but they weren't successful. They tried several other avenues, too, but didn't have any luck, so Wendy reached out to Kopp.

"She took them to her squadron," Wendy said.

At the Westover Air Reserve Base, Kopp and Sgt. Ryan Connolly checked mission schedules to find out when the next mission into their "area of responsibility" took place.

"When the plane landed in Balad, the loadmasters took the cookies right to the hospital where front-line wounded soldiers got to eat them," Kopp said. "She did have every box decorated with drawings and her name and troop number."

"I wanted soldiers who were hurt to feel better or at least smile," Marissa said.

Marissa said she sent troops the most popular types of Girl Scout cookies: Thin Mints, Tagalongs and Samoas.

Asked what it was like to receive a flag from the wounded troops who got to enjoy the cookies, Marissa said it was "the greatest thing that ever happened to me." She said her father, Terry, will put the flag in a special case.

Marissa also received a certificate that states the flag was flown during the Strategic Airlift Mission over Afghanistan in support of Operation Enduring Freedom. It honors Brownie Troop 4123 for its dedication and support of wounded warriors and American troops across the globe.

Marissa said she's not finished helping and honoring U.S. troops.

"On Memorial Day we will go to the service or try to raise money in the future for more hurt soldiers," she said.

Miracle sweetener stevia may have a sour note

PARIS (Reuters) - The meteoric rise of a natural, healthy alternative to sugar - a holy grail for the food industry - might just be a little too good to be true.

In two years stevia, a plant used for centuries by Paraguay's Guarani Indians, has shot to prominence in products by Coca-Cola, Danone and Merisant.

Encouraged by distrust of artificial sweeteners and demand for natural products, they have turned to extract of stevia, which is up to 300 times sweeter than traditional beet or cane sugar.

The problems are the aftertaste, the cost, and possible hurdles in defining it as natural in some European Union markets.

Initial sales and projections are impressive but the plant's extracts have a strong aftertaste, often compared to liquorice, and are far more expensive than artificial sweeteners including aspartame, saccharin and sucralose.

To ease stevia's taste products like French sugar maker Tereos' Beghin-Say and Coca-Cola's Fanta Still - trialed with stevia - still include sugar in their recipe

Tereos PureCircle said that out of the 604 new products containing extracts of stevia launched worldwide in 2010 - up from 373 in 2009 - 60 percent still contained sugar.

Poor consumer feedback also led dairy giant Danone to work on a new recipe for its stevia yoghurts marketed under its leading low-calorie brand Taillefine in 2010.

"We are trying to find solutions to erase this liquorice taste but it's not easy," Marilise Marcantonio, communication director for Danone Fresh Products, said. "Consumers are looking for natural products - but not at any price."

Some scientists also note that a technique to extract Rebania-A, derived from stevia leaves, through ethanol, rather than water, to obtain purer and sweeter products could mean stevia may not be able to be marketed as "natural" in some EU countries, undermining the current marketing strategy.

"They are advertising stevia as a miracle," marketing consultant Sam Waterfall said. "If consumers begin to feel they are misled, this could be a real disaster."

KEY FRENCH MARKET

France is keenly watched as a testing ground for Europe, having cleared stevia-based products in late 2009. New checks and administrative hurdles delayed its approval at EU level until November 2011.

Stevia has been used for decades in Japan and has spread in the United States since 2008, where sales rose over 60 percent in 2011.

Since early 2010 its extracts have been used in France in low-calorie products ranging from soft drinks to yoghurts, jam and tabletop sweeteners, with some products recording triple-digit rises in sales last year.

"It's a revolution. In two years an ingredient has been able to turn the sweetener market upside down," said Olivier Badinand, marketing director for Europe of Merisant, maker of Canderel, leader in France's tabletop sweeteners market.

Stevia's market share among high-intensive sweeteners is still less than 1 percent but growth rates are impressive. Volumes jumped over 50 percent in France last year, and are expected to more than double in 2012 and quadruple by 2014.

"We are in a market that is really taking off," said Michel Laborde, head of sales and marketing at France's largest sugar maker, growers-owned Tereos, which has stepped into the stevia market through a joint venture with the world's leader PureCircle.

Paris will host on Thursday the World Stevia Organisation's fourth conference, gathering academics, industrials and sellers.

NEW PRODUCTS

Despite taste and cost misgivings, the surge in sales to date, EU clearance and growing demand for low-sugar products correlated with a rise in obesity, has prompted food giants to launch new products.

Coca-Cola's flagship drinks Sprite and Nestea's recipes have been modified to include stevia in a bid to cut the sugar level by up to 30 percent and will soon be available in French stores, Claire Meunier, nutrition manager at Coca-Cola France said.

The world's main producers of compounds from stevia's leaves like Rebaudioside A (Reb A) are Malaysia's PureCircle and U.S. agrigiant Cargill.

Tereos PureCircle Solutions, created in late 2010, sells stevia-based sugar products to food and drink makers in several EU countries including Belgium, Italy and Spain.

Tereos also replaced aspartame with stevia in some of its low-calorie tabletop sugar Beghin-Say Ligne and sales trebled in the year to March, Laborde said, adding that the firm was in the process of launching a stevia powder sugar in France.

"The French market was absolutely key. In light of the success, we had a model to apply, time to look at the results and adapt our strategy to other countries," Merisant's Badinand said. The firm has now deployed stevia in around 20 EU states.

Merisant sells a stevia version of its flagship product Canderel and created a separate brand, PureVia, whose products - powder and cubes - look like sugar but contain none.

PureVia sales grew by 81 percent and Canderel Stevia by 115 percent in the year to end-February to a total of 14.7 million euros and Merisant targets 20 million in 2012, Badinand said.

DNA vaccine and duck eggs protect against hantavirus disease

ScienceDaily (May 23, 2012) ? Army scientists and industry collaborators have successfully protected laboratory animals from lethal hantavirus disease using a novel approach that combines DNA vaccines and duck eggs. The work appears in a recent edition of the online scientific journal PLoS ONE, published by the Public Library of Science.

According to first author Jay W. Hooper of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), this is the first time that the DNA vaccine/duck egg system has been shown to produce an antiviral product capable of protecting against hantavirus disease.

Hantavirus causes a condition known as hantavirus pulmonary syndrome (HPS), which has a case fatality rate of 35-40 percent. Currently there are no vaccines, prophylactics, or therapeutics to prevent or treat this highly pathogenic disease.

In this study, the research team used a hamster model of Andes virus, which is the predominant cause of HPS in South America and the only hantavirus known to be transmitted person-to-person. Infection of Syrian hamsters with Andes virus, as demonstrated in earlier studies at USAMRIID, results in a disease that closely mimics human HPS in incubation time, symptoms of respiratory distress, and disease pathology. This makes it an ideal system for evaluating the feasibility of postexposure protection strategies.

Collaborating with Aldevron of Fargo, N.D. and the Universidad del Desarrollo in Santiago, Chile, Hooper and his team first evaluated a natural product, human polyclonal antibody, which was obtained as fresh frozen plasma (FFP) from a patient who survived HPS. Their results indicate that FFP shows promise as a post-exposure preventive treatment for HPS.

The team then vaccinated ducks with a DNA vaccine against Andes virus. This vaccine, initially developed and tested at USAMRIID, uses genetic material, or DNA, that encodes a specific hantavirus gene to elicit an immune response in the recipient.

Next, they purified an antibody called IgY from the yolks of the duck eggs. This purified IgY, as well as a similar version produced in duck eggs, was capable of neutralizing Andes virus when tested in cell culture. More importantly, it also protected Syrian hamsters from lethal HPS -- even when administered as a single injection several days after the hamsters had been exposed to a lethal dose of virus.

The work demonstrates the feasibility of using DNA vaccine technology, coupled with the duck/egg system, to manufacture a product that could supplement or replace FFP. Furthermore, the new approach can be scaled as needed and eliminates the necessity of using blood products from HPS survivors, which may be in limited supply.

According to Hooper, another advantage of this technique is that duck IgY naturally loses a part of the antibody that has been associated with "serum sickness" when animal antibodies have been used in humans, making the product potentially less reactogenic.

"This antiviral product, if fully developed and manufactured, has the potential to be used in future outbreak situations," Hooper said. "It also could be used to treat health care workers and others who have close contact with HPS patients."

In addition, the authors suggest, the flexibility of the DNA vaccine/duck egg system could be applied to the production of antibodies against other infectious agents and toxins.
